The Problem

The UK can't see what's happening
to its own land.

By the time anyone sees a violation, reversal costs multiples of what early detection would have. 340 local planning authorities. Fewer than 1 in 5 with dedicated enforcement.

01
Highway Corridor
Encroachments go undetected for months between inspection cycles. Every kilometre of corridor is an opportunity for violation — and there are tens of thousands of them.
02
BNG Compliance
Biodiversity Net Gain is now law. 30-year habitat obligations exist. No continuous monitoring standard has been defined. No platform currently delivers it.
03
Ecological Basins
Illegal discharge remains invisible between Environment Agency inspection visits. The detection lag enables violations that become irreversible by the time anyone arrives.
600K+
Open planning enforcement cases in England — a backlog that grows by design
15%
Of England's land titles carry boundary ambiguities — unenforceable rights
£54B
Grid investment planned by 2030 — corridors currently unprotected from encroachment

The Gap

Every existing solution shares one fatal assumption: someone has to be there.

01
Current approach
Periodic Inspection
Quarterly visits miss 90% of the event window. Encroachment is established before anyone arrives. Evidence arrives too late. Enforcement fails not from lack of will — but from lack of visibility.
02
Current approach
Satellite Imagery
Data exists but is not processed against OS MasterMap or HMLR title boundaries. Imagery without institutional intelligence is noise, not evidence.
03
Current approach
Manual Enforcement
Reactive, under-resourced, with a backlog that grows by design. National Highways and National Grid face the same structural constraint across thousands of kilometres.

Ordnance Survey knows where everything is. HMLR knows who owns it. No platform watches it continuously — with evidence that holds up the moment something changes.

The Solution

Continuous geospatial intelligence at every scale.

A single platform that detects, documents and delivers court-admissible evidence — without a site visit. Three tiers. One output standard. Built on the UK's authoritative data infrastructure.

T1
Site Level
Guardian Field Intelligence
Individual parcels · Planning sites · Habitat zones · Substation compounds
A local planning authority monitors a contested boundary. Natural England verifies habitat integrity on a BNG obligation parcel. Ground-truth capture at parcel level via field app.
T2
Corridor Level
Autonomous Drone Patrol
Utility corridors · Road verges · River basins
Drone-in-Box autonomous patrol. 50km radius per station. Designed for UK CAA BVLOS framework with full airspace deconfliction. No human dispatch required.
T3
Regional / National
SAR Satellite Intelligence
All-weather · All-hours · 6–12 day revisit
SAR satellite data processed against OS MasterMap baselines. Identifies anomalies across thousands of hectares for Tier 2 investigation. Change detection works through cloud cover.

All tiers produce the same PlotVault output — OS MasterMap integrated · cryptographically sealed · Designed for HMLR digital title integrity standards · Court-admissible.

How It Works

A violation becomes a case file in under 4 hours.

1
🛰
Satellite Pass
A SAR satellite passes over a monitored corridor. Terrain data is captured and measured against the established OS MasterMap baseline — through cloud, through night.
Continuous · 6–12 day revisit
2
Anomaly Detection
Plotrol GeoApp compares the new satellite pass against the stored OS MasterMap baseline. Change beyond threshold triggers automatic escalation — no analyst required.
Automated · Zero delay
3
🚁
Drone Dispatched
An autonomous drone deploys from the nearest station. High-resolution imagery captured within hours. No human dispatch required. Operates within UK CAA BVLOS framework.
Under 4 hours to imagery
4
📁
Authority Notified
Infrastructure operator receives a court-admissible PlotVault evidence package — geotagged imagery, timestamped change data, boundary overlay against HMLR title records.
Detection to case file: <4hrs

Technology

Three pillars. One continuous governance system no manual process can replicate.

Pillar 01
🛰
All-Weather Vigilance
SAR detection works through cloud cover, all hours, with a 6–12 day revisit cycle. Processed against OS MasterMap so raw change becomes boundary-specific, parcel-linked alerts — not noise.
Pillar 02
🔒
Cryptographic Governance
Zero-knowledge proofs allow evidence integrity to be verified in court without exposing sensitive monitoring data or revealing surveillance scope. Privacy by design — UK GDPR and data protection compliant.
Pillar 03
🚁
Autonomous Response
Detection-to-documentation cuts from weeks to under 4 hours. Full airspace deconfliction under UK CAA BVLOS framework. Drone deploys automatically on anomaly detection — no human dispatch.

Why Now

Four forces have converged. The window to build this category is open — briefly.

2023 – 2025
SAR Becomes Accessible
Commercial SAR constellations now offer sub-metre resolution with revisit times measured in days. NISAR (NASA-ISRO) will deliver free continental SAR coverage. Data cost is collapsing — making continuous monitoring economically viable for the first time.
2024 – 2025
GeoAI Matures
Geospatial AI foundation models trained on decades of satellite imagery now enable automated change detection at boundary level. Open-source models from NASA, IBM, ESA and Google have made this capability accessible. Processing satellite data is now economically viable.
2025 – 2026
BVLOS Opens
UK CAA BVLOS regulatory framework is in active development. FAA proposed rulemaking (August 2025) is accelerating global alignment. The regulatory barrier to autonomous patrol is lifting — creating the operating environment Plotrol is built for.
2024
BNG Creates Mandatory Monitoring
Biodiversity Net Gain is now law for most English developments. 30-year habitat monitoring obligations exist with no continuous monitoring standard defined. Plotrol can become that standard — with government recognition from day one.

HMLR's digital transformation programme and OS's National Geospatial Strategy are creating the data infrastructure that Plotrol is designed to integrate with.

Market Opportunity

No one owns UK geospatial compliance. We intend to.

UK Core Market
£800M
  • Infrastructure operators — National Highways, National Grid, Network Rail
  • Local authority planning enforcement
  • BNG compliance monitoring — mandatory, 30-year mandate
  • Utility corridors vegetation management
  • No continuous intelligence solution exists today
European Expansion
£5B+
  • Same infrastructure and environmental compliance themes across EU
  • Identical structural problem — periodic inspection vs. continuous intelligence
  • Plotrol evidence standard scales across legal frameworks
  • Leverages Copernicus satellite programme and national land registry data
Global TAM
£100B+
  • Land governance and boundary integrity is a universal problem
  • Infrastructure security across all markets
  • Ecological monitoring and compliance
  • The distance trap is not geography specific

Entry sequence: Individual authority pilot → Institutional SaaS contract → National framework → International expansion

Business Model

Three markets. One engine.

Institutional contracts anchor the business. Ground-level monitoring builds the evidence network. Cost of delivery drops as coverage scales.
